Speaker biography: Paul Jasper
Paul Jasper, Data Innovation Lead, Oxford Policy Management
Paul Jasper is a Principal Consultant and Data Innovation Lead at OPM. He is an Economist and Econometrician with extensive experience in designing, implementing, and managing quantitative impact assessments and data analytics projects along the entire data cycle (production (including surveys), wrangling, analysis, dissemination).
Apart from his work at OPM, Paul is Head of Statistics at Groots. He is also an external PhD student at Wageningen University with the Development Economics Group, doing research on the benefits and challenges of the ‘Data Revolution’ for policy analysis in low- and middle-income countries. Paul’s recent work includes analysis of large household surveys and designing and implementing quantitative impact evaluations in a variety of thematic areas using econometric and data analytics methods. He has also been involved in designing M&E systems for large multi-year public programmes, focusing on the use of rigorous quantitative evidence for M&E and Learning purposes. He is interested in methodological advances related to quantitative impact evaluations and applications of modern data science methods to public policy issues.
